The United States Congress does not always operate the way we were taught in high school civics classes, with hearings, committee votes and consideration in both the House and Senate. Sometimes important legislation is enacted in the middle of the night as an amendment to an unrelated bill. The proverbial "midnight amendment" is passed without advance notice to affected individuals and industries. But its impact can be devastating.
Our industry knows all too well that some amendments can have significant, if unintended, consequences. Does anyone remember the Fair Credit Reporting Act's provision that limited workplace investigations?
Preventing harmful midnight amendments is one reason that professional associations retain lobbyists in Washington, DC. Through experience and contacts developed over a period of years, our lobbyist keeps a watch out for such amendments. We need to raise the funds to enable NCISS keep Larry Sabbath onboard to help prevent being surprised by just such an amendment.
As Congress enters the election season, the risk of being hit by one of these amendments increases. Endangered incumbents want to make a splash to impress their voters. Let's not let them do so at our expense. Help us maintain our advocate as a shield against bad legislation.
